As Director of the City Clerk’s Office, Legal Affairs and Communications Department, you are recognized as an inspiring, proactive and strategic person. In line with the strategic objectives established by general management, you will be responsible for planning, organizing, directing, controlling, coordinating and assessing all activities relating to the major disciplines of your service. Your mandate will be to act as a change agent in order to mobilize your team and the teams of all City services in the context of the redesign of the intranet and the development and implementation of a new integrated document and information management system for the City. This large-scale project aims to strengthen collaborative relationships between departments while protecting personal information and continuing to provide exceptional service to citizens.

 

Your main duties and challenges in each of the sectors under your responsibility:

 

City Clerk

  • Prepare, participate in and ensure the follow-up of Council meetings
  • Act as a non-political liaison between elected officials and citizens
  • Prepare and publish legal notices
  • Participate in the drafting of by-laws and ensure the adoption process of by-laws
  • Maintain the document management policy and ensure its application
  • Organize and preside over all municipal elections
  • Manage the project to develop and implement a new integrated document and information management system on SharePoint
  • Implement the new obligations arising from An Act to modernize legislative provisions as regards the protection of personal information
  • Coordinate the adoption process of the new urban plan and by-law

 

Legal Affairs

  • Ensure that legal opinions are proactively produced in all files, including those that may lead to litigation, and prepare reports
  • Ensure the management of insurance contracts and claims files
  • Ensure the verification of tender documents and advise on the entire process leading to the awarding of contracts

 

Communication

  • Coordinate and oversee the City’s strategic internal and external communications files
  • Ensure exceptional quality of service to residents
  • Provide advice to the Communications Team on all content distributed to citizens through the City’s various communication channels
  • Ensure the good relations and collaboration among all departments for the dissemination of information of public interest or for the promotion of City services
  • Coordinate the development of a communication strategy to ensure buy-in from management and white-collar employees on the new SharePoint environments

 

Qualifications required

Our ideal candidate:

  • Has an undergraduate degree in Law and is a member of the Barreau du Québec or Chambre des notaires du Québec – any combination of education and experience deemed equivalent will be considered
  • Has more than five years of experience relevant to the position
  • Has sound knowledge of the municipal environment
  • Is bilingual, both orally and in writing, in French and English
  • Has a background or interest in continuous improvement
  • Has significant achievements related to the position
  • Has led teams in a context of change

2022 salary scale from $102,510 to $133,263
