PUBLIC INFORMATION SESSION PERTAINING TO THE RECOMMENDATIONS OF THE CITY OF DOLLARD-DES-ORMEAUX/HYDRO-QUEBEC LIAISON COMMITTEE
Following decree #77-2017 adopted by the Quebec government on February 8, 2017, Hydro-Quebec was authorized to begin the construction of a 315/25 kilovolt (kV) transformation station, replacing the current 120/12 kV St-Jean station, which is becoming obsolete. The company will also install a three kilometer prolongation of a 315 kV power line from the East of the island where there is currently a 120 kV line in Dollard-des-Ormeaux in order to serve the Saint-Jean station.
This project, worth approximately $90 million, was deemed acceptable by the Bureau d’audiences publiques sur l’environnement (BAPE) and the Régie de l’énergie after a 2016 investigation and public inquiry. The City of Dollard-des-Ormeaux proposed the creation of a Liaison Committee as a mitigating and tracking measure prescribed as part of the decree authorizing the project. There are seven members in the Committee: three representatives of the City of Dollard-des-Ormeaux (including one resident), three representatives for Hydro-Québec and one mediator.
The Liaison Committee has met 12 times since May 10, 2017, in order to fulfill its mandate: make recommendations to the City of Dollard-des-Ormeaux and Hydro-Québec to achieve the best possible project. This project would take into account the integration of the new Saint-Jean transformation station; the number, type, height and placement of the pylons; and the landscaping under and around the line and pylons, while maximising the benefits to the City and its residents within the framework of the decree.
The City of Dollard-des-Ormeaux accepted the recommendations of the Liaison Committee and would like to present them to the residents during a public information session, which will be held on October 15, 2018, at 7:30 p.m. in the Banquet Hall of the City’s Community Centre. Those participating in the session will be able to ask questions to the Committee members. They will also be told the process which the Liaison Committee follows, the choices and recommendations it has submitted, and the schedule for the project.
The City of Dollard-des-Ormeaux organizes public information sessions to share information openly with the residents on projects that affect them, which in turn helps the City keep in mind the residents’ concerns while working on them.
