The torrential rains that occurred on August 9 caused significant inconvenience for many of our residents. We have prepared this FAQ to answer frequently asked questions about claims filed with the City. We invite you to consult it.
The damage caused by the flooding on August 9 was the result of a force majeure event. Under current legislation, the city cannot compensate for damage caused by events beyond its control.
A force majeure event is one that is unforeseeable, irresistible and beyond human control, such as extreme storms, floods or earthquakes. These situations are excluded from the city’s responsibilities.
The city continually invests in infrastructure improvements to reduce the risk of flooding. However, some exceptional storms, beyond our control, can exceed the capabilities of existing systems, making flooding difficult to anticipate or avoid altogether.
You can contact your insurer, who can help you file a claim based on your coverage.
While we understand your situation, the City is bound by a strict legal framework to use public funds fairly and in accordance with the law.

Any recourse against the city must be made in accordance with the provisions of article 585 of the Cities and Towns Act. According to this article, any action for material damages and interest against the City must be instituted before the expiry of the six-month prescription period provided for in article 586 of this Act, this date being February 10, 2025 in the case of the torrential rains of August 9, 2024.

- Regularly clean gutters and drains to prevent debris build-up.
- Landscape your property to direct water away from your home’s foundation.
Yes, some equipment can help prevent water damage:
- Sump pump: Helps evacuate accumulated water from your basement.
- Flood barriers: Protect your entrances and windows during heavy rains.
- Backwater valves: Indispensable for preventing sewer backups.
- Regularly check your roof, windows and exterior walls for cracks.
- Protect basement windows with waterproof covers.
- Place sandbags around vulnerable areas in the event of a heavy rain alert.
- Maintain easy access to your emergency equipment (pump, flashlight, etc.).
In the event of heavy rain, follow these simple steps:
- Flush the toilet only when necessary
- Wait before taking a shower, emptying the bath or using the washing machine or dishwasher
- Create vegetated areas on your property to absorb more water.
- Encourage your neighbors to use permeable paving stones to reduce runoff.
- Don’t throw garbage or debris down the drain to avoid blocking it.
- Promptly report any drainage problems or defective pipes to the city.
Yes, some programs may be available, such as Tree planting programs to improve water retention.
