Job Description

Under the responsibility of the Division Head – Urban Planning, Permits, and Inspection, the incumbent performs a variety of secretarial duties and provides administrative support to his or her supervisor and department staff. The incumbent prepares files to be submitted to the Council and the Urban Planning Advisory Committee. In addition, he or she will collaborate in the drafting, in both languages, of various supporting documentation for decision-making files. He or she will draft correspondence and follow up on certain files, making the necessary reminders to the persons concerned. He or she will provide customer service in support of customer service agents and permit issuance.

 

Example of duties:

 

  • Performs secretarial duties for all department staff.

 

  • Drafts, translates, and checks texts to be mailed, ensuring that they contain no errors.

 

  • Greets customers and receives requests and complaints by phone, mail, or at the counter. Records requests and complaints in the computerized database. Responds to requests for information and explains administrative procedures and municipal bylaw requirements (construction, engineering, and urban planning) to residents, developers, contractors, and other construction professionals, referring complex cases to their supervisor as necessary.

 

  • Prepares files to be submitted to the Council for approval, records them in the decision management system (DMS), and follows up on them.

 

  • Prepares files to be submitted to the Planning Advisory Committee (PAC) relating to applications for authorizations under urban planning regulations, minor exemption requests, requests for amendments to zoning regulations, or for surveying operations, and, following approval of the minutes of the CCU meeting by the City Council, drafts response letters to be sent to applicants.

 

  • Manages and classifies all department documents in accordance with the instructions and rules issued by the Legal Affairs Department and the clerk’s office.

 

  • Prepares notices of meetings for the various committees and meetings, agendas, and meeting minutes.

 

  • Ensures that information published on the City’s website is kept up to date.

 

  • Performs any other work-related tasks requested by their supervisor.

Qualifications required

Required qualifications

 

  • Vocational training diploma (DEP) or equivalent;
  • Two (2) to three (3) years of experience;
  • Ability to transcribe quickly;
  • Strong knowledge of spoken and written French and English;
  • Processing and formatting texts (letters, reports, minutes, etc.);
  • General office and secretarial practices;
  • Knowledge of Microsoft Office (Word, Excel, PowerPoint, Outlook, OneNote, Teams) and Adobe Acrobat;
  • Demonstrate tact and courtesy;
  • Attention to detail and ability to correct errors in texts;
  • Effective communication skills;
  • Ability to draft standard correspondence;
  • Ability to operate office equipment;
  • Ability to transcribe data accurately.

  • The 2026 salary range is $57,500.98 to $76,667.98, as stipulated by the current collective agreement.
