Do I need a permit?

A permit is required to install an in-ground, above-ground, a portable swimming pool, or a spa, or to proceed with swimming pool safety compliance upgrades, and must comply with the zoning by-law.

A permit is also required to dismantle an in-ground pool.

The requirements vary. It is therefore important to contact the Urban Planning and Engineering Department to find out which regulations apply to your situation.

In May 2021, the Quebec government announced new regulations regarding swimming pool safety, which have been in force since July 1, 2021. The purpose of these regulations is to render the structures surrounding residential swimming pools even safer: in-ground, above-ground, semi-in-ground, and portable swimming pools. The new regulations aim to control  access to the pool by occupants through simple measures such as the installation of an enclosure equipped with a security door. The zoning by-law was amended to conform to the new provincial regulations of the Residential Swimming Pool Safety Act. This Act now applies to all pools, regardless of their installation date and homeowners with a residential swimming pool have until September 30, 2025, to bring their installation into compliance. It is therefore important that residents affected by these new regulations take note of the changes to ensure compliance.
