Residents in the Elm Park sector have faced major and frequent power outages in recent months, causing understandable frustration and concern. The City of Dollard-des-Ormeaux shares this frustration and has been actively working to ensure that Hydro-Québec addresses the situation with the urgency it deserves.
In December 2024, the City met with Hydro-Québec to discuss the recurring outages. During that meeting, Hydro-Québec presented a plan covering spring, summer, and fall of 2025, as well as early 2026, which included purchasing new equipment, installing new poles, and upgrading wiring. Based on this information, the City understood that Elm Park’s problems would be addressed as part of this plan. Hydro-Québec also indicated that work underway in Ile Bizard, along with vegetation management and cleanup along the wires, should positively impact Elm Park residents as well.
To date, however, no tangible progress has been seen, and new outages continue to occur almost weekly. This ongoing situation has caused growing frustration among residents.
The City has repeatedly reached out to Hydro-Québec to request a public meeting at City Hall, where Hydro representatives could explain the causes of the outages, the expected timeline for repairs, and the concrete solutions ahead. Hydro-Québec has declined these invitations so far. The City has also contacted the Minister of Energy directly to raise the urgency of the matter.
Despite these challenges, the City remains committed to pushing for answers and solutions and will continue to update residents as new information becomes available.

While electricity distribution falls under Hydro-Québec’s jurisdiction, the Mayor’s office is doing everything in its power to make residents’ voices heard. Mayor Bottausci has stressed that Hydro-Québec must act quickly to regain the trust of the community.
