The City of Montréal’s Urban Planning and Mobility Department has mandated the Agence de mobilité durable de Montréal (the Agency) to conduct an on-street parking study in the Bois-de-Liesse area of the City of Dollard-des-Ormeaux. The objective is to develop a better understanding of public parking occupancy in this area.
To analyze on-street parking usage, the study relies on Automated License Plate Recognition (ALPR) technology. Data collection vehicles, identified by the Agency’s logo and the words “Étude de mobilité”, will circulate in the City’s streets from August 22 to August 30, 2026. These vehicles will not issue parking tickets; their sole purpose is to collect data. This study will support well-informed decisions regarding parking management and improvements.

1. Will this system alert parking enforcement officers of parking violations?
For the purposes of this study, these technologies are not being used to report violations to parking enforcement officers.
The driver of these ALPR vehicles is a data collection attendant, not a parking enforcement officer. And therefore, never issue tickets. Their role is entirely dedicated to collecting data for mobility studies.
2. Will these cameras take pictures of my vehicle?
No. These technologies are used only to determine whether a parking space is occupied or available. It is not possible to identify vehicle owners.
The license plate information collected is used primarily to determine whether a vehicle remains parked in the same location over a period of several hours.
3. Will any information related to my identity be collected?
No personal information will be collected by the Agency through these technologies.
All data is anonymized and will be used solely to better understand the use of on-street parking.
4. What is the Agency doing to ensure the protection of citizens’ privacy?
The security, privacy, and protection of personal information remain top priorities for the Agency. The Agency ensures that all data collected is handled in compliance with the Act respecting Access to documents held by public bodies and the Protection of personal information (CQLR, c. A-2.1), to which it is subject.
All data is anonymized and will be used exclusively to understand the use of both on-street and off-street parking.
In addition, the system cannot detect the presence of individuals, as it is designed solely to recognize the alphanumeric characters displayed on license plates.
